Goods made in Hong Kong for export to the United States will need to be labelled as made in China after Sept. 25, according to a U.S. government notice posted on Aug. 11.
The Customs and Border Protection guidance document revokes a section of the United States-Hong Kong Policy Act of 1992 at the direction of President Donald Trump’s July 14 executive order. The guidance document states that “imported goods produced in Hong Kong… may no longer be marked to indicate ‘Hong Kong’ as their origin, but must be marked to indicate ‘China.'”(cargo shipping service from China)
The move follows China's imposition of a national security law on Hong Kong and a U.S. decision to end the former British colony's special status under U.S. law, escalating bilateral tensions that were already rising over trade war tariffs and the handling of the coronavirus outbreak.
The latest step will see Hong Kong companies subject to the same trade war tariffs levied on mainland Chinese exporters, should they make products subject to these duties, said the U.S. Customs and Border Protection notice.
U.S. Customs and Border Protection in an Aug. 21 notice extended the start date for the new rule by another 45 days through Nov. 9 “in an effort to allow importers ample time to comply.”goods "must be marked to indicate that their origin is 'China'".
Please be noted that every product should be labeled "made in china" , not only on the outer case. It is also required when it is AMAZON product.
At that time, goods that fail to comply with this rule will face a punitive a duty of 10 percent ad valorem.
What Hong Kong export goods will be labeled ‘Made in China’?According to the South China Morning Post, during the first half of 2020, 48.5 percent of Hong Kong’s home-made exports to the US in value terms were jewelry items. The second most valuable sector was edible products, accounting for 10.7 percent of domestic outbound shipments. Besides these, Hong Kong also exports electrical machinery, telecommunications, sound recording and reproducing apparatus, office machines, and automatic data processing units to the US. These products may need to be labeled ‘Made in China’ when they are sold to American customers.
